Error: "Error 3: This activation key has expired..." when activating Norton Utilities Premium or Norton Utilities Ultimate
To fix this problem, uninstall and reinstall your Norton Utilities product.
Uninstall Norton Utilities Premium or Norton Utilities Ultimate

Press the Windows + R keys to open the Run dialog box.

In the Run dialog box, type in the following text, and then press Enter:
appwiz.cpl

In the list of currently installed programs, click Norton Utilities or Norton Utilities Premium, and then click Uninstall or Change.

Click Yes to confirm.

When the uninstall finishes, exit all programs and restart the computer.
Reinstall Norton Utilities Premium or Norton Utilities Ultimate

Sign in to your account.

Hover the mouse over your name at the top-right corner and click My Subscriptions.

In the My Subscription page, under Norton Utilities Premium or Norton Utilities Ultimate, click Download.

In the Get Started window, copy the Activation Key that is provided as you need to enter it during the activation process.

Click Agree & Download.
Click the License and Services Agreement link and read the agreement before you download and install your Norton product.
Press Ctrl + J key, to open the Downloads window in your browser and double-click the file that you downloaded.
If the User Account Control window appears, click Continue.
Follow the on-screen instructions to complete the installation. -
Once the installation is complete, open your Norton Utilities product and click Activate Now.

Enter or paste the Norton Utilities Ultimate or Norton Utilities Premium activation key that was copied and click Finish Activation.
